Solar electric systems can be a good financial investment for homeowners and businesses, depending on a variety of factors including system performance, electric rates, favorable utility rate structures, and incentives. Several U.S. states have the right combination of conditions to strongly encourage end-consumer investment in solar electric systems based on economics alone. Senate Bill 1(SB1) is the culmination of California Governor’s Million Solar Roofs Initiative, expanding upon the California Solar Initiative and the New Solar Homes Partnership. This legislation requires

 Solar technology system primarily generates electricity by the use of photovoltaic (PV) panels, a flat-plate non-concentrating photovoltaic modules which collects and convert sunlight directly into electricity. A residential PV power system enables a homeowner to generate some or all of their daily electrical energy demand on their own roof or available space of the property, exchanging daytime excess power for future energy needs. The house remains connected to the electric utility at all times, so any power needed above what the solar system can produce is simply drawn from the utility. The PV system can also include battery backup or uninterruptible power supply (UPS) capability to operate selected circuits in the residence for a limited period of time during a utility outage.
